Is "FFFFFFFF" a legal instruction in v3m?

Yes.
1. 0xFFFFFFFF is a legal instruction in v3m.
--> It is "ori33 $r7,$r7".
2. 0x00000000 is a legal instruction in v3.
--> It is "lbi $r0,[$r0+#0x0]"
3. If you would like to try reserved instruction exception,
you could use "0x7FFFFFFF" to test your CPU.
