If we would like to create a project template including a debug configuration,
here are steps.
(1) First, we should save the debug configuration to a project.
Right click on Project name > Debug As > Debug Configuractions…
In the left, select the configuration we need.
And in the right, select the Common tab.
In the option "Save as", we check "Shared file".

Then click "Apply", the debug configuration is saved into project.

(2) Make the project in step (1) to be a project template.
